Whether you can still apply for a job that requires a certification you don’t already have depends on two factors:
1) the type of certification needed and how long it takes to obtain
2) whether the facility will accept applications from nurses who are “willing to obtain” a certification
You can see the certifications required for a position in the job description. In most cases, you can definitely apply to positions that require a certification like (AHA) ACLS, (AHA) BLS, or NIHSS — these certifications are fairly easy to obtain because they either have frequent courses all over the country (e.g. AHA certs), or they can be granted via an online course (e.g. NIHSS). Other certifications require a longer and more intensive process to obtain, so hospitals typically require the active certification in-hand at the time of application (e.g. CPI, ENPC, TNCC).
